Mark Hamill was the joker? Which Batman did he star in and was Jim Carrey the Riddler, I think it was Burton's, I don't. Anyway no, his voice would suck and I can't imagine Vexen being swedish, no offence but maybe russian or Japanesse, they can't have the same voice actors because some of them don't know how to speak English Fluently, again no offence. But we know Quinton Flynn or however you spell it is Axel so this is probably it.
