The Moogles can make it.

You have to go to Twilight town, next to the chamber where sora was asleep. There you will find a papert to make it.

Once you have it you need 7 orichalcum+ ( more things, but they are easy to find). They are:
- One Hundred Acree Wood. In the last chapter
- Atlantica. After the last song
- Space paranoids. Next to the place where you fight MCP
- Twillight town. Where you look for the Seven Wonders (Roxas Mode). But now with Sora.
- The World that never Was. Before the entrance to the castle
- Olympus Colyseum. After complete the forth cup
- Mogles shop. Have showed them all tipe of materials.

You will need 13 to do the Ultima, but you have to add a special material to the recept.
