They are created by a program called ps2dis we use a dump (file of the game) we combine one data to another and make codes like these

lion heart is when leon rushes at the enemy and jumps and hits the enemy and stabs the sword in the ground on his way down

well due to BIOS ps2 emulators are very hard to get working
BIOS is a program needed for it to work
but you can look for hours and hours and you wont find a working one
you need to know someone that has it and can give it to you

As far as I know there is only a code to replace donald or goofy in Traverse Town 1st District, and Cloud isnt on that List, but Leon, Riku, and a Moogle are.
