Well first of all you can nominate two people, and then you can only vote for one. Some people don't nominate either, and for those who do they might not have thought of that particular user at the time that they were nominating.

There can only be up to fifteen nominations for each category because that's how many will fit in the poll. I can't control how many people send in nominations.

Those who have most nominations get to the polls of course.
Those with equal (low normally) number of nominations get chosen by the awards staff or members. They won't be many anyways.

I see what you are getting at Toshi, but if we did that, it'd be showing favoritism in some fashion and there are quite a few members here. Picking and choosing seems wrong when we can fit all of the choices there that people selected. It might upset people to know their nominations didn't make it because we just want to shrink the polls. I probably would be annoyed if I voted someone and they didn't appear, so I can imagine how others would feel.
