You have to be specific about whether you're chaining them from the field or your hand. I'm guessing you must be using Chain Strike from your hand right? Cards can't be chained on the same turn they are set. Oh and, Field Spells can't be activated in chains.

 

But does it still count? It can't be activated in the chain, but since you don't have any more card to chain, it must be over meaning that I can still activate it outside of the chain. And yeah, chain strike was from my hand.
