Well, in COM, not Re:COM, they used Simple and Clean as the opening again, so they might just Sanctuary for the opening again, but maybe with a different video, or, maybe, the PSP might not be able to hold all that video or whatever (I'm not that good at technical stuff), so they might only do cutscenes

I say no way. Most 15-year-olds are very irresponsible. Just look at Miley Cyrus. If we let them out on the road, there would way too many more accidents. I agree completely with Shades about the insurance.
