XP does in fact have start menu pinning. (I've been set back to an XP machine for about the past month) Have you tried following the path in that error message and setting it for writing permissions?
Exactly. For some reason it recognized them so it couldn't name the new ones the same as the ones carried over from XP, but it wasn't using them so you couldn't see the old ones. With the old ones gone it should behave normally.
