I disagree with what you said in bold. Well, it might be true but we need to nuance it. Most smaller crimes are money-related, by which I mean that these are less urgent to reform. Also, tell that to the opposers of capital punishment who see said reformation as an alternative to capital punishment. I just wanted to point out that the two can be combined.
