For everyone who's thinking about using one of those PS2 mods or "Magic Swap" discs, I highly recommend that you change your mind. They come with too many risks, and it would be much easier and safer to simply buy a Japanese PS2 instead.
Wow. This conversation has built. And why did they choose it? What's at the end of the road for them? In the end, in the long-run, their choices all add up to being their own methods to do the samn damn thing every other Nobody tries to do. They can choose how they want to achieve their goal; but because it's the same goal as every other Nobody, they don't have a free will, generally speaking. Some of them? The only ones with compassion were really Axel (for being in Roxas/Sora/Namine's presence), Roxas, and Namine (for actually being Nobodies with emotions). And only some of the Organization had no compassion? With the exceptions I listed, try all of them. They have no emotions to be compassionate about anyone, unless they fake it, of course.
Apparently, we need more mods. Not only is it uncertain (and unlikely), but there are also too many threads on this. Why isn't this closed?

Axel "turned to the good side" because he temporarily had a heart when in Sora and Roxas' (and probably Namine's as well) presence. This is confirmed in FM+ twice, by Axel and Xemnas. Xemnas wanted to become whole again, a natural instinct that all Nobodies have. How is that "power crazy"? Xehanort's Heartless, yes, but not Xemnas.
And I'm pretty sure he wasn't. Let's see: the game, Ultimania, Nomura himself; every one of them stated that he wasn't, actually. Since they lack hearts and emotions, Nobodies technically can't be evil, unless they're "Special Nobodies". Since when did Xemnas want to take over the world? Last time I checked, he only wanted to build a new world for Nobodies like him once they've become whole again. Yes, they did. The Heartless need to be defeated with Keyblades in order for the hearts to be released and for them to contribute to Kingdom Hearts. Nobodies can't wield Keyblades. All of these "bad things" you're listing of Organization XIII are simply their own methods of contributing to the creation of Kingdom Hearts so they can have hearts themselves. The deeds may have been evil, but the Nobodies themselves weren't. Because they can't be. Even if they actually tried.
Don't get me wrong, I agree. And I don't really sympathize with the Nobodies, I was just making a point that because they're Nobodies and lack hearts, they're neither evil nor good; just technically walking, intelligent corpses that disrupt and cause inbalance to the world because they have no alignment. I'm pretty certain that this is what Riku meant when he said, "You mess up our worlds". And that's exactly why they had to be stopped. And killing them isn't exactly harsh because they technically don't exist; it's not like they were actually afraid of death (yes, not even Demyx).
True, but they had no choice, really. If they didn't get Sora out of the way, he would have stopped them and killed them first, just as he actually did.
Again, they merely used a different method of reaching the same goal. Why would Xemnas choose to command members of the Organization? Why would the Nobodies after Ansem's former apprentices choose to join? All because of their goal to gain a heart and emotions. Marluxia wanted the same thing Xemnas and every other Nobody wanted; he just wanted to lead the Organization himself and use his own methods of gaining a heart rather than Xemnas' methods. If the Nobodies of Organization XIII had a free will, they would have the choice to not follow a Nobody's instinctive nature to gain a heart and become whole again. They would choose to do other things. They would have the choice of choosing whether they want to be good or evil. Nobodies don't have that choice. As I stated earlier, the only Nobodies capable of free will are Roxas, Namine, and Axel. That's it.

I've already stated in another thread that the only Nobodies who fully have a free will are the "Special Nobodies", Roxas and Namine; confirmed by Nomura himself. Axel- when in Roxas, Sora, and possibly Namine's presence- also temporarily has a heart and a free will, as confirmed in FM+ by both Axel himself and Xemnas. But those are the only ones. Every other Nobody simply aims to gain a heart for themselves, even Marluxia (he merely used a different method).
To answer your question, the only ones who have at least a chance of clipping Sephiroth's wing would be Xaldin, Roxas, and Xemnas. Maybe Marluxia.
It's unknown what Xemnas actually wanted for the other Nobodies, but it's certain that he wanted a heart and emotions himself. As for what Xemnas would do if he actually achieved that goal; he'd probably become like "Ansem" (Xehanort's Heartless). During the final boss battle, he pretty much states that he doesn't believe in Light and only believes that Darkness exists. Although he wasn't "dark" himself, that's probably what he would aim for if he actually gained a heart and became whole again. As for the whole 'racist' thing, Sora isn't racist. How can you be racist against a bunch of zombies? The Nobodies are technically nothing but walking corpses, as far as I can tell.
Such as? I do see some similarities of Terra and Riku's outfits, and a slight similarity of Terra and Xehanort's hair. To be honest, I could have made multiple theories if this game wasn't slated to take place only ten years before the first game. I originally thought that Sora, Riku, and Kairi were possibly reincarnations or descendents of Ventus, Terra, and Aqua (respectively), but if the game truly takes place only a decade before the first game's events, many theories regarding that will be thrown out the window, unfortunately. <_<
