I don't think that the 14th member is related to Aqua in any way. The series needs a new character, and that's what we're going to get. Birth By Sleep takes place before KH1, so why would Aqua or her Nobody be in 358/2 Days? I think the fact that Xemnas has her armor proves that Aqua is dead.
