Right click on your desktop > Screen resolution Monitor options are there.
Connect your laptop to the monitor with whatever cable you have (HDMI, VGA, etc) and see if the problem persists.
Pity, because that would pretty much determine if the problem was with your PC or the monitor. Do you have anything, even like a different PC or a laptop that you could try connecting?
I see the dots. That's really weird. This might sound stupid but have you tried restarting your computer? If you do that and it's still the same, try connecting something else, like a game console to the monitor and see i the problem persists

Whatever you do, whether you're planning on making videos or not, do NOT buy a prebuilt consumer desktop. You will be getting ripped off almost 100% of the time. I would highly recommend building a PC, but if you're seriously against doing it yourself, buy the parts and pay somebody to do it for you, you'll still be better off than you would if you buy prebuilt.
Streaming 720p videos from YouTube and streaming 720p video to a service like Twitch or Hitbox aren't the same thing. My laptop was €400, I can stream 1080p from Crunchyroll flawlessly but streaming 480p to Twitch is a pain. Streaming from and to something are two very different tasks.
Pretty sure the whole "pinch people who don't wear green on st. patricks day" is an American thing. Never heard of it over here anyway.
