Well, he is the rival for the Player Character in Gold/Silver/Crystal/HeartGold/SoulSilver. Though Blue/Green/Gary (the anime version) is more like Chazz in my opinion. EDIT: Soooo... Silver only fits the jerk part of that description. He is the abandoned son of a mafia don, you can't get less spoiled and rich than that. That's why he steals a lot in-game and in the RP, I guess.
I know that Armed Dragon are gonna be save. But whatever other LVs I'll be able to use legally? And I mean, what other LVs don't have its ultimate form banned?
