Not all decks have Fusions. Most of them have Synchros (most people in the Arena) or Xyz (read: you and me). Only Shaddolls, HERO and Dragons have an easy way with that card. Three decks out of many.
Still saying not all decks can use it effectively. It's way too situational.

I'd tell you that even metagamers agree than pendulums are broken. Only metagamers who for some strange reason likes them think otherwise, and that amount of that people is low.
Pokémon also makes money. Loads and loads of money. It's Nintendo's second biggest franchise and it's practically the living embodiment of Cash Cow Franchise. Yet Game Freak knows that is not an excuse to make the game unfair.
Yeah. It's ridiculous. I just recently came from the Pokémon metagame and as unbalanced as it can get at times, they are fair. Anything, any Pokémon, mechanic, or move that becomes overcentralized gets kicked to the highest tiers or outright banned. Even the new Pokémon. Especially the new Pokémon. And the ones that don't, it's because an old Pokémon that's relatively good can deal with the new broken, or because a new mechanic nerfs the old broken-ness. A good example of this were the Dragon types. Oh gosh, the dragons. Resisting the most elementary types, only resisted by steel, their entire gimmick was to hit stuff silly with ridiculously powerful moves (the only non-damaging move they have boosts their ability to keep doing this), and the way to get rid of one was with another dragon or use a fragil-as-an-ice-cube Ice types. Game Freak noticed this and created the Fairy Types (making people do Yugioh jokes, lol), which not only are super effective against them but are outright inmune to their attacks. Spoiler: Another Example Stealth Rock. Hated by some, dreaded by many (Especially Charizard fans). That move chopped away half the health of a Pokémon at maximum if you switched it, something that's crucial in the metagame, and unlike spikes and toxic spikes, it didn't need to be stacked to make it work(this actually makes these 2 moves fairer, as you lose time that your opponent can attack you by stacking them). The only way out of this at first was by using Rapid Spin. Yes, that was the last nail in the coffin, since Rapid Spin is a very weak attack and can be blocked by Ghost types. This made Stealth Rock to be kicked to the highest tiers. BUT. This generation buffed the otherwise useless move Defog, now making it work like Rapid Spin and since it's NOT a damaging move, Ghosts cannot block it. This was what prevented Stealth Rock from being banned now, because it was THAT BAD. There's no need to read the spoiler if you don't care about Pokémon. But still! The metagame in Yugioh is ridiculous, not only adding new cards with new mechanics that are broken but also banning cards that could deal with them. THAT IS NOT FAIR AT ALL.
That... was what SirFred was trying to tell you. And honestly, the only sure way to stop Pendulums would be with Anti-Spell Fragance (or however that card is called). And that card is banned, right? And if to stop a card you need another card that's considered broken enough to be banned in some circles (If not in the entire game), you simply cannot say the card you are trying to counter is not broken. If you are not interested in hearing logic, then it's rather unfortunate for you.
