And they generally try to make you cry because their fusions try to limit/punish you for SS monsters.
Actually did you heard about Shaddolls? They are fusion archetype and they are pretty good.
Or you can use Card Destruction and generate infinite advantage using Dark Worlds. But I get your point.
Wait, is drawing at beginning of the turn a separate action? That version restricts to much for me, but yes in that case this card is a lot worse. With free draw on other hand... Also as I remember you mentioned that you could get 1 free battle, so 4500 can be dealt with those two actions.
Then I can use something that's let me fusion using cards in graveyard. Also this is one of the best cards in that rule set. Now for the prize of drawing this card you get 1 Number C monster for (almost) free.
It's much better when we come to action usage. And 1st turn 3-4 +1 cards for huge monster and face-down. You can counter something, and if your monster gets destroyed you can bring it back. At least that's how I see it. Plus there must be some massive draw combo that you can do with two actions. Well those rules certainly hit Pendulum the most, but nobody use them here anyway (yet). Next type of summon that gets hit is Synchro Summon. Some Synchro decks won't be able to do even 1 Synchro Summon in 1 turn, since summoning of monsters would take two actions. XYZ are in bit better situation I think, but they are hit anyway. Only type that gets giant benefit from those rules is Fusion Summon, making it just overpowered. And at least battle should be for free. You not gonna easily have many monsters of field anyway.
