You can't yet. You can't even get Arceus in Japan yet. The only way for the US to get Darkrai and Shaymin were special events and a Ranger 2 mission for Darkrai, which have all passed. But in Japan, there is an event where you can get Oak's Letter in Platinum, so you can catch Shaymin, but it's Japan Platinum only right now. And at the 12th movie in Japan, there is a rumor that you can get Arceus. Not sure if it's the Azure Flute, or the Arceus itself. But that's Japan only too. It would be cool if it was like the Alamos Darkrai and had Spacial Rend, Roar of Time, Shadow Force, and Judgement, the signature move of all the main legendaries in that movie.
