And most people seem to forget the fact that the woman and baby that were killed were Lilith and Mundus' child. Considering how it's revealed that Vergil wants to rule over humanity as king, it suddenly makes sense why he would kill the heir and wife of the guy who's currently ruling.

CONTEXT, PEOPLE! SCENES HAVE THEM! When Dante brings up the baby being killed in his conversation with Mundus, it's made clear that Dante is doing so to agitate Mundus and not because he liked it. He needs to get Mundus away from the Hell Gate so Vergil can close it and thus make Mundus vunerable. So Dante hits Mundus where it hurts and the guy responds by punching him out the building and chasing after him. Exactly what he wanted him to do.

He doesn't murder any children though. .-.
