    Anyway, from a legal standpoint, it is up to your grandmother to cut him off. As far as I know, since your family doesn't have any ties to any of her things, (etc her house, her car, whatever he uses), you can't report him for stealing unless there is proof he is taking them without knowledge or consent. She could legally emancipate him, which would pretty much remove him from the family, or she could just cut him off and forbid him from using any more of her money. It sounds like your grandmother is being taken advantage of, (like she said he could use the car once, or stay at the house for a week), and he's abusing the trust. If this is the case, then I would recommend letting her know. She may be ill, but she has a right to understand the ramifications of her son's actions, and what it means for both herself and her other children.

    Ultimately it only within her ability to get him to stop the behavior. If she gave him permission to use her things and money, she is the only one who can get him to stop.
    UNLESS her mental cognitive faculties are not able to function on an adult level as a result of her illness. If this is the case, she can be appointed a guardian who can take care of her financial necessities. You have to be able to prove this though, with a licensed psychologist, and I'm not quite sure how much it would cost.

    I'm not a lawyer by any means, but there are some places that will give you legal advice for no charge. There's no harm in calling a lawyer's office to speak with them for legal advice pro bono. It would be exceptionally helpful if your grandmother had a lawyer with whom she is already familiar. You could also try contacting them.

    If none of that works, just make sure there are no witnesses when you hit him.

    A little known fact; the anime is actually called "Filler", and it occasionally shows Naruto episodes.

    The Devil is a Partimer (Funny, good story.)

    Hunter x Hunter (Gory but awesome.)

    Fullmetal Alchemist: Brotherhood. (This one is absolutely fantastic and should be number one everywhere.)

    Fairy Tale (Not everyone's cup of tea, but the characters are loveable, there is a lot of humor, and the emotional tugging can be quite good. The music is also unique from other shonen, not counting Naruto.

    Dragon Ball Super (Set after Majinn Boo was defeated. I wasn't into the old Dragon Ball Z, but after watching Battle of the Gods, which is pretty awesome, this anime has definitely rekindled my interest. It's funny, the voice acting is decent this time around, and the animation is true to the old series. If you haven't seen Dragon Ball it might be confusing.)

    It seems like the east side of the continent has been taking the brunt of most of the weather, (global warming anyone?). I think the rest of the continent could use the snow and storms except for the east coast. New York took most of the north side's snow this year, and Canada has had some real problems with wildfires close to the border. Here's to hoping it gets better for everyone.

    The moral is to never trust a man who wears a flag as a hat. Shirt, fine. Pants, whatever. Hat? Crossing the line bro.

    To me, it seems strange that this subject even warrants as much attention as it as gotten, like gay marriage. It seems common sense that it should be placed in a museum, given its due as a part of American history, and that should be that. It's a symbol of prejudice and racism, and quite honestly I didn't even think it was still circulated until I saw it on the news (but I live in the North, so what do I know?). To me the flag is a divider, which was used by both sides of the Civil War to divide the United States while the North and South fought each other to prove that they were the better. It's like a divorced woman waving her marriage certificate around years after she's been separated for her husband. It's only a painful memory, and it just shouldn't be brought up.

    A lot of people died around those colors, and while the same could be said of every war, revolution, and coup, the point is that the Civil War should, and could have been avoided. We could have come together as the United States, instead of each and every state acting like a spoiled child that couldn't get their way, and abolished slavery together. It's a shameful part of our history, and it doesn't necessarily have to be hidden as such, but it shouldn't be brandished with pride.
