No, he or she does not have to go public. In fact they can do what Light did in the anime and continue the persona of L even though the real L is dead. Alternatively they can stop all messages to the public and act as though L has died, and did not have successor. When I say emerges I mean gets the benefits of being L.

Rules for L:

• A cointoss is determined to see if L is in the round
• If there is, L gets a hint regardless of how many people are being killed every day.
• However these hints are harder and more cryptic than the hints the usual detectives get.
• At the cost of their daily hints for as long as they live, L can pick a successor.
• L's identity is not revealed publicly so they cannot be killed by the shinigami eyes
• Still, L may pm anyone with any information concerning their identity
• If L chooses a successor and has instructions for them or wants to transfer information they have to do so before they die, they cannot tell them after they are killed.
• Although the original L can't be Kira, any successor may be Kira.
• If the person who is chosen to be L wants out they can publicly announce that they are L.
• If L dies and has picked a successor, it takes 72 hours after L's death untill they emerge.

Rules for Watari:

• Watari is a public position
• Watari cannot die
• Watari helps pick the original L (if it is not random)
• Watari does not know who Kira is
• Watari passes on messages for the person who is L
• L's identity is always known by Watari
• Watari is fully loyal to L and can be used to bounce ideas off by L without fear of Kira knowing.
• Watari tells the successor that it is their time to take L's position.

Feel free to ask any questions or to suggest changes to these rules. I'm still not sure about how long it takes for L to get a hint or for the successor to emerge so if you have any idea of how long these lengths should be feel free to ask. At the moment I'm feeling L being a factor should maybe not be determined by a cointoss, but if you think it unbalances the game if L was around always please say so!

However, Watari needs to be a unkillable position because he is needed for the transfer of L's legacy, and the secrets that L has (identity and hints). If Watari could be killed then 2/3 of the benefirs of the L position are gone if Watari accuses and is killed. Also Watari is a public position so the shinigami eyes are all that are needed to take Watari down and make L a less powerful position. If Watari could accuse like a normal detective but stay unkillable then Watari could accuse anyone without consequence.
Also Watari should not be able to accuse because of what I call "the L dilemma". If L suspects someone enough to accuse them, L has two options. L can either stick their own neck out by accusing someone or they can ask someone else to do it. There are more problems than death for both of these options. Firstly, if L is wrong and Kira decides to pick L out of the list of acusers either randomly or because they suspect them of being L. If L hasn't chosen a successor then the legacy ends (Watari could become a normal detective after this as the purpose no longer exists). If he has chosen one but Kira doesn't kill him to later then there can be a long time where L gets no benefit of extra hints. Because of these reasons L might ask a normal detective to accuse for him. But the detective might be Kira, or might decline as the detectives don't have to be 100% loyal like Watari. If Watari was asked to accuse someone it removes the chance that the person either declines or is Kira.
