This can't be the case because Nomura (or whatever the creator's name is) already stated that Heartless will not play a role in this. Besides, If i'm not mistaken, the existence of heartless was discovered one year after the events of BBS
No no no no no. Ok, Namine was used twice. once by Marluxia. His plans were to use her to control sora and take over the org. we can then only assume that he would continue with Xemnas' plans. the second time she was used was by DIZ. DIZ used her to help revive Sora's memories. DIZ had no other plans for her other than to have Riku destroy her after Namine had finished. However Riku decided to let Namine go along with Axel who was on the brink of "Death" after his battle with Roxas.

I'm going to have to agree with int2646 on this one. It would be logical to assume that they would continue with Xemnas' plans. If you think about it, if they took over the org by using Sora, then the next logical step would be to use Sora in a similar manner to how the org used Roxas. With Sora under their control, they could easily use him to wipe out heartless and then ultimately form a yellow KH moon.
