Well, It said strong will not heart so you can assume any being that has a strong will (light or dark) can have a nobody. The strongest will gets themselves a human nobody and only strong will itself gets a dusk or a samuri or something like that. Terranort had THREE strong wills so that garenteed Xemnas. With princesses of heart or Ventus, they had no darkness in them so they couldn't have a heartless, let alone a nobody. So then the reason Namine could have been created could be that Kairi and sora's hearts merged and that is how namine came to be. Kairi herself did not become a heartless but Sora did and his heart was merged with Kairi's by a connection so ya. And same with Ventus. Ventus lost his heart when they destroyed the X-blade so then it merged with sora's to "heal" hence the statement of him needing to go back to sleep again. When sora became a heartless, Roxas was created and that's why Roxas looks like Ventus.
