I'd definately say that Birth by Sleep is the best. Deep Dive is also a close second. And I think Another Side, Another Story and Sunset Horizons are on the same level.
Even better for levelling drives. I'm not sure if they fixed this for Final Mix+, but I know in the original, if you get on the Solar Sailer from the IO Tower in a drive form, it automatically fills your gauge. So, just keep going back and forth on it battling the heartless it gives you on the way, and get off and back on at the IO Tower. A little time consuming, but rather effective. Plus, it saves having to keep refilling your gauge and switching worlds. This should work for all but Final Form, which needs nobodies to level up. I usually go to Naught's Skyway (The Castle That Never Was) to do that, but anywhere with a lot of nobodies works.
What's easier than juggling two cartoon animals and an entire planet?
