Twilight town is both a real place and a place created by DiZ. In the one DiZ created, everything is centred around keeping Roxas safe until Sora awakens. This includes data versions of Hayner, Pence and Olette, with only some of the memories implanted to make the illusion seem real. The real Twilight town is the one you go to in 358/2 days. The people there may have known Roxas (not sure) but they do not retain this memory is it spoils DiZ's illusion. I'm not sure about Chain of Memories. I think it might be made from either Roxas's memories or some other organisation members. Hope this answers your questions.
