Something I'm not sure youre thinking about is the fact that Nomura didnt really design any characters before FF7. That was his debut as a Final Fantasy character director. Even Setzer was slightly controversial, but he had most of the input on his design in FF6, and therefore had no problem with the permissions to use him in KH2. It kinda all comes down to how Amano feels, I think... But I dont really know much about him, just that he's also an amazing artist.
