How was he able to not only pull a hidden gun but also shoot himself in the right temple if he was still handcuffed? Also, there shouldn't be a question of whether he shot himself or someone else shot him. If they found a gun, run it for prints, see who shot it. If no gun found, it couldn't possibly be suicide. Smells like a dirty cop to me.

I know TV series would like us to believe otherwise, but in reality an exploitable fingerprint is a very rare find. Besides, the killer could just wear gloves. Otherwise I agree with you, if he was still handcuffed their explanation seem very far-fetched, suspicious even. Also, I could understand that they' d miss a concealed razor blade, but a gun ? Really ?
This is probably very stupid, but if the killer DID wear gloves, then wouldn't that mean that Carter didn't shoot himself?(Assuming that he's the same guy in the first article, my listening skills are very down at this time)
I say it's the police, why? The police did not state anybody else suspicious in the neighborhood, nor anybody behind or in front shooting a gun. Besides suicide does not seem reasonable, in fact impossible because his hands are behind his back and they would have heard a bang instead of a thump. The car that passed them would have been it, but there have been no reports of broken glass on the vehicle. Example of police abusing their power and being able to get away with it. I hope these men go to jail and his family receives consolidation for their loss. Also on how he hid the gun, this is a police report, written by those police officers, it could be false or have fake parts in it.

Firstly, why were they pulled over? Secondly, why were they searched after being pulled over? As far as I know, you must have a search warrant to search a vehicle or a person unless they are already under arrest. If an officer asks to search you, you do not have to comply legally. If they search you without permission, then the evidence they find is illegally obtained and you will walk free. But I guess they knew that, and that's why they cuffed him only after they saw his record. But this stuff being left out of the report is misleading. I don't think the shooting is all that went wrong here. I think the fact that they were pulled over was probably illegal, as was the search.
