Unlikely. Though Amon being a spirit would not surprise me, why would Koh take a route in favor of non-benders?
Because that's the most credible way to go against benders. It would also inspire fear among the nonbenders who might try to rise up against him later on. He could take away Benders'...well, bending, so he's bound to be able to restore it.
You could say that about anyone who wanted to get rid of benders for any reason. Why should I believe Koh would do it this way, not stealing faces?
He's probably specifically trying to inspire fear in benders. If he just went around stealing faces, the danger would be assumed s applicable to both benders and nonbenders. If he leading a revolution against benders and taking their bending, only benders are in danger and he can make sure that they learn their lesson without causing those who aren't targeted by his plan to panic.

I just thought it was going to be about how Korra is not very good spiritually, unlike Aang, but maybe its about that AND Koh or some bad spirit having some connection with Amon. Because the Lion Turtle taught Aang to bend energy...therefore Koh(or any other bad spirit) could have taught Amon to bend energy Love this show :3
It probably amused him to watch the nations at war. Now, however, he's disappointed that not only are people abusing bending, they're not even paying respect to those who bestowed them with that power in the first place.
You are grasping at straws. Why would the creators bring in an old character like that when their work is pretty mundane? First of all we don't even know that the spirits can take away bending. Well, there goes my last point.
Yes, I am grasping at straws. But all I need is one strong piece of grain to get back up. Anyway, they've done similar things before. The brought back several old and otherwise seemingly abandonded characters in the original series finale, they had Azula cast in a flashback in the 12th episode of the first season of the original series**, and they set up a return for Koh in his words, "We will meet again, Avatar.*" We do know that, through the Lion Turtle, Badger Moles, Moon, Flying Bison, and Dragons, they bestowed that power to humans. It's only logical that beings as old as forever wouldn't give the power to control most aspects of the world to mere mortals without a means of taking away that power. *Or something to that effect. My memory is fuzzy. **They didn't bring her back until the very last episode of the first season. Her first speaking role didn't happen until the very first episode of Season 2.
