This sig truly represents Naruto the best, Utter ****.

And the smiley face really shows the happiness that Kakashi shows everytime he reads his porn books. And that moving bar really shows that ninja's are really on the move, and the black parts show his dark side.

In all seriousness, this needs some work.
Run a ripple filter, then displace by a tag you made.
Erase over the stock, add some back on teh left side, Via a soft brush, and make the tag B&W. Get the pentool out and redo the lines, desaturate, and duplicate. Blur that layer by 5, and duplicate until th glow is faint, but apparent. Lower opacity as needed. Then, arrange them so they go in a linear motion, then merge those layers, and displace. Place it at the bottom of the tag, and make it go left. Get a soft brush and make a light scource, then get a splatter brush and brush once, and add a clipping mask.

 

Yah. Um. Then, uh. Lemme' try to find an excuse...XD


Well, I'm not dissing naruto. I've made the sig in paint. So what you two saying? it's so bad that it disses your show? 'Cuz that's a low insult even for you two.
