    I voted Xemnas too, since he is definitely more evil. Sephiroth is probably in love with Cloud... and I don't think Xemnas is in love with Sora xD.

    Xemnas isn't technically evil. Org XIII is neutral because they just want their hearts but their means are evil.
    Maleficent is stupid and a wannabe.
    So that leaves Seph.
