Yeah, people have mentioned it. I doubt it will actually fluctuate, much rather change permanently. These decisions and evolutionary trends you speak of here are based off information or lack thereof. But information accumulates throughout history; you can't un-know something you know. Therefore I think these tendencies will not repeat themselves.
