It's currently 11.49am GMT so if Tikem meant 9am then it has started, but if he meant pm then we've got another 9 or so hours to go.

 

I never use AM or PM. All times are in 24-hour format.

Not only is it clearer, it is also not as silly or USAian. And it's also the right way. And the one used in Finland. If you have any objections to me using 24-hour format, I recommend jumping off a bridge whilst singing in Latin about how silly and pointless your death is, just like your question. This may or may not be due to the Death Note.

And to the slower ones, this round has begun roughly 11 hours ago.

But I still disagree with your time converter, I live in GMT timezone and even in 24 hour, 9.00 on the 24th was only 4 and a half hours ago.

 

Silly Midnight Star, the round started at 02:00, not 09:00.
