A copycat wouldn't announce themselves. They'd want to get away with the crime until the original killer was caught and charged for the crimes they and the copycat comitted. Then get off scott-free.

Well from the hints, you _can_ figure out who had it first. You can then attempt to track the next person down via looking at the first Kira's information.

If the hints aren't informative enough this time, I'll make them better next time. There's a fine line between 'helpful' and 'giving the game away completely', and previous hints have been the latter.
