You are allowed to nominate banned members, yes. However, if the nominations for a category exceed 15, nominees are dropped, and banned members are the first to go. So they may not appear in the polls even if nominated.

Upon reviewing the nominations, we noticed that there's quite a few gaps in certain categories (the Artsy stuff)

I'm not saying that its mandatory to fill out all the fields or w/e, but I definitely do encourage going back and actually looking through these sections (Writer's Nook, Production Studio, Video Portal and Graphic Art) to find some more people to nominate if you haven't already.

These people have put a lot of work into their productions and it'd be a damn shame if they were not at the very least able to get some form of recognition from a nomination for an award they could win, but won't be able to because the category has to be cut.
