    I googled your problem and even in Pokemon Pearl Magikarp won't learn surf.

    I think it's a constant throughout the Pokemon games that Magikarp doesn't surf. Try evolving it or getting another water type by fishing.

    No problem. Actually, the only Water/Fish type who can't ever learn surf is Magikarp.

    Anyway, fun little fact for next time.

    I assume this thread is now lockable...
