Cure only works on injuries and KO status in KH while in FF it only works on injuries. Clearly Xemnas created it in the early stages of the castle that never was as a method of transport to get around the construct and finished building and a way for Xemnas to get close to the then still forming Kingdom Hearts. Or instead of using Fridge powers I could just give you the real answer which is that Nomura doesn't give a damn about logic as long as something ends up being cool. Same reason why everyone can defy gravity all of a sudden in Advent Children. More pawns for Maleficent. Probably. Spoiler Overkill ahoy!
