I actually think that was the point. They wanted people who would seem like they'd stick around, but wouldn't be too sad to see go. To me, it just made Aerith's death even more tragic.

 

Mweh, useless character, only good thing was her Limits were decent for buffs, I don't get the big fuss, Tifa is a better pairing for Cloud anyway.

 

The ones from FFVIII stand out more to me since they're more comical and repetitive

 

It was just really unexpected. People wouldn't make such a big deal about it if they had seen it coming. Everything about her practically screamed, "HI! I'M A PERMANENT CHARACTER!"
