So what happens when someone activates Dimension Fusion? Are they un-banished?

Changing terms does not make a game more interesting, just more confusing.

Now I chain by activating Reshef's ability. By discarding Change of Heart, I now take control of your Nova master.

No, It would simply be re-errataed to say:
"Pay 2000 Life Points. Both players Special Summon as many of their banished monsters as possible."

I personally like this change. I think it's a nice touch.

I'd still like for tribute to be changed to sacrifice.

Reshef's effect is Spell Speed 1. You can't chain with it's effect.
